It prioritizes with evidence, impact, cost, dependencies, capacity, and uncertainty, sets themes and horizons, and records conditions for change. A feature list or unsupported dates are not presented as strategy. Each horizon states the intended outcome, observable metrics, and triggers for reassessment so the roadmap can change with new evidence.
